Pakistan State Oil (PSO) and Attock Petroleum Limited (APL)

The Fuel Farm Facility was established by the joint-venture of two icons of the Oil & Gas industry of Pakistan: Pakistan State Oil (PSO) and Attock Petroleum Limited (APL) at Islamabad International Airport.

The hydrant refueling system of NIIAP is the most extensive airport refueling system in the country. The refueling system has a 14 km hydrant line of 14-inch diameter with 55 hydrant pits to fuel aircraft around the clock.

The Fuel Farm Facility is the country's largest airport farm, covering 12 acres. The facility complies with local and international standards, including JIG, NFPA, API, and CAA, for the receiving, storage, filtering, pumping, and testing of aviation fuel.

The facility also has an intelligent refueling system comprising automation, safety interlocks, automatic detection & response, and quality control features.

PSO has the leading edge in the aviation business of the country with an experience of more than 04 decades in fueling aircraft, having a market share of 98% in Jet Fuel. PSO has extensive operations across 13 major airports throughout Pakistan which will increase to 15 by end of 2023.

Aviation function operates under an organization approval issued by the Civil Aviation Authority (CAA) of Pakistan for the storage & distribution of Jet A-1 fuel. The approval requires compliance with civil aviation rules and air navigation orders and is renewed annually. In addition, CAA Pakistan carries out regular periodic audits of aviation stations.

We follow the “Ramp Safety” requirements stipulated by CAA Pakistan and written in the “Total Energies Aviation (France)’’ Quality Control and Operation Manual. In addition, safety training and rehearsals are regularly carried out at airports.

With the vision of developing a national human capital workforce, Aviation, Marine & Export Department deploys significant resources to target the right individuals, providing them with the best facilities and allowing them to thrive and excel in an enabling working environment through continued training and education.

In collaboration with our technical and strategic partner, “Total Energies Aviation (France)’’, an annual training program has been organized in France to cover all aspects of aviation fuel - quality control, fueling operations, fixed and mobile equipment testing and maintenance, as well as safety and the environment.

The aviation department has a Commercial and Technical collaboration with TotalEnergies Aviation France.

‘’Total Energies Aviation, France’’ conducts annual inspections to ensure that products and services are at par with globally set industry standards. 

In addition, ‘’Total Energies Aviation, France’’ offers its global expertise by assisting and supporting PSOs in operations such as handling and distributing aviation fuel.

PSO has Jet Fuel into-plane refueling facilities at 13 airports throughout Pakistan:

South Zone: Karachi, Pasni, Turbat, Quetta, Sukkur and Nawabshah
Central Zone: Lahore, Sialkot, Multan and Faisalabad
North Zone: Islamabad, Nur Khan Base and Peshawar

Refueling Equipment

PSO Aviation is equipped with state-of-the-art and technologically advanced refueling equipment per international standards.

Hydrant Servicers, manufactured on the latest refueling, filtering, and interlocking technology, serve aircraft at hydrant bays, designed by the latest issues of NFPA Standards and ATEX Directives, IP Model Code of Safe Practice & JIG recommendations.

Refuellers provide aircraft service at aprons where underground hydrant lines are unavailable. The refueling equipment has safety features and interlocks that prevent damage to the aircraft, internal equipment arrangement, product spill, and harming people and adjacent enclaves.

Products

Our Aviation products include Jet Fuel (Jet-A1) supplied by PSO conforms with the latest issues of Defense Standard 91-91 and ASTM D1655. In addition, these requirements are summarized in the newest issue of the “Aviation Fuel Quality Requirements for Jointly Operated Systems - AFQRJOS.”

PSO – APL Joint Venture at New Islamabad Airport

The Islamabad International Airport is the biggest in Pakistan, capable of handling new generation aircraft, including one of the biggest aircraft, the Airbus A-380. 

One of the core features of the airport is the state-of-the-art Fuel Farm Facility equipped with technologically advanced refueling equipment, electrical systems, automation, safety and security systems, and robust mechanical & civil structures.
